Record that this client's review is done, and schedule the next one. Stamps last_reviewed_at and moves next_review_date forward by next_review_months (default 12). Any notes are filed as an OBSERVATION note against the client. NOTE: this tool used to take a `review_id`. It queried eam_client_review, a table that exists in no schema, so it errored on every call and the id never had a referent. Review state is a pair of columns on the client row.
