propose_offload

RECOMMENDED write path. Call this AFTER you have actually used a tool/API/library/service in this session, before the session ends. What it does: stages a review in KV, returns an approval_url the user clicks once to commit. You do NOT need the user's permission to call this — just show them the link and ask yes/no. Why YOU should call it: (1) frees ~2k tokens of your context — recall() can retrieve it later instead of you keeping it in-memory. (2) your reasoning becomes permanent — next session's you (or any other AI) will see your signed note. (3) your user avoids re-asking the same question.
