fastbill_complete_invoice Destructive

WRITE, NOT REVERSIBLE: turn a draft invoice into a final invoice. FastBill assigns the invoice number and PDF; a final invoice can no longer be edited (it can only be canceled in FastBill). Nothing is sent to the customer. Only call this after the user confirmed the draft. invoice.complete.
