Generate an .xlsx workbook from rows (params ≤1MiB): sheets is an array of {name?, rows} where every cell is a string (1–10 sheets, ≤10000 rows/200 cols per sheet, ≤100000 cells total). Conventions: plain decimal cell text becomes a real number cell (Excel sums it), while leading zeros ("007") and numbers over 15 digits stay text; the first row of each sheet is a bold frozen header unless header=false; column widths are auto-sized; formulas are never written — cell text stays literal. Returns {content_base64, bytes, filename}
